Heat olive oil to medium heat in a large pan. Add onion and saute for 5 minutes.
Stir in bell pepper and saute for 5 minutes more.
Stir in garlic, Italian seasoning, salt, and pepper, and cook for 1 to 2 minutes.
Increase heat to medium-high and add ground sausage. Cook for 7 to 10 minutes, breaking the meat into small pieces until browned and cooked.
Preheat the oven to 350 degrees F. Spoon the cooked sausage mixture into each of the phyllo cups. Place onto a baking sheet, leaving space between each.
Bake for 8 minutes and serve immediately.
